Deanna S. Mool

Adjunct Professor


Deanna S. Mool earned a JD in 1990 from the University of Illinois College of Law. She also earned a bachelor’s degree in economics from the University of Illinois in 1987. Mool is the founder of Mool Law Firm, LLC in Springfield, Illinois. In this capacity, she maintains an active law practice in the areas of governmental relations, election law, and health law.

Mool represents Fortune 500 companies in all aspects of governmental relations and drafts legislation and administrative rules for clients. In addition, she advocates before the legislature to achieve passage of legislative initiatives and works to stop legislation adverse to the interests of firm clients.

In election law matters, Mool has advised both state and federal candidates on a variety of election law issues, including: BCRA compliance, state campaign finance disclosure, petition drafting, and petition challenges. She has also litigated election recounts and worked on referendum issues.

Mool assists a variety of healthcare providers with regulatory compliance issues, including HIPAA, Stark, and facility and individual licensure issues. Mool has also worked with a variety of trade associations, health plans, and practitioners in matters relating to HIPAA compliance. She authored the official state preemption analysis of Illinois law under the HIPAA Privacy Rule.

Mool returned to the private sector in 2001 after an extensive career in Illinois government, where she served as chief counsel to the Illinois Department of Public Health for six years. Prior to her administrative experience, she Mool was counsel to the speaker of the Illinois House of Representatives. She began her career in private practice in Indianapolis at the firm of Locke Reynolds Boyd & Weisell.
